Mass-change BUILD_DEPENDS to TOOL_DEPENDS outside mk/.

Almost all uses, if not all of them, are wrong, according to the
semantics of BUILD_DEPENDS (packages built for target available for
use _by_ tools at build-time) and TOOL_DEPEPNDS (packages built for
host available for use _as_ tools at build-time).

No change to BUILD_DEPENDS as used correctly inside buildlink3.

Actually, allow on 10-19 :-).  (At this point "NetBSD 5 and up" is
just "NetBSD", but it feels safer to add a 1 to the regexp than to
rototill more seriously.)

pkgsrc changes: drop egg.mk from xentools415 (it's not suitable for this
package and causes duplicate targets); and instead mark as incompatible
with python2.7 and TOOL_DEPEND on py-setuptool.
