A CPAN::Meta::Requirements object models a set of version constraints like
those specified in the META.yml or META.json files in CPAN distributions.
It can be built up by adding more and more constraints, and it will reduce
them to the simplest representation.

Logically impossible constraints will be identified immediately by thrown
exceptions.

Update packages using a search.cpan.org HOMEPAGE to metacpan.org.

The former now redirects to the latter.

This covers the most simple cases where http://search.cpan.org/dist/name
can be changed to https://metacpan.org/release/name.

Reviewed by hand to hopefully make sure no unwanted changes sneak in.

No changes made to these distinfo files.

Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden).  All existing
SHA1 digests retained for now as an audit trail.
