For Ruby 1.9 support, needs ruby-debug-base19 (unpackaged yet).

Update devel/ruby-debug-ide to 0.4.10.

* Use lang/ruby/gem.mk instead of misc/rubygems/rubygem.mk.
* Update HOMEPAGE.
* Add LICENSE.
* Remove default value of GEM_BUILD.
* Ajust new ruby package's framework.
* Adjust pacakge name, no duplicated ruby.
