The configure script found X11 but the X11 option is off,
and thus the headers are not buildlinked.

Update to 4.8. No changelog. From the diffs:

- Update maintainer email address
- Regenerate with Autoconf 2.61
- Remove --with-purify configure option
- Remove old malloc
- Improve build system
- Remove TODO
- Sprinkle missing return types
- Fix bugs

pkgsrc changes:

- Specify license
- Merge ce-doc (always installed) and ce-x11 (with the 'x11' option)
  into this package
- Remove MAKE_JOBS_SAFE=no (seems fine)
- Comment patches and modernize patch filenames
