  Fixed:
  - Impose deterministic order on cpp-definition options.
    Heretofore, ExtUtils::CBuilder put cpp-definition options
    into the cc command line in non-deterministic order. This
    produced noise when diffing build logs.
    Make this order deterministic.  (RT #124106)
