Update ruby-gettext_i18n_rails to 1.3.1.

* Reimplement extraction using SexpProcessor.
* Fix ruby_parser and sexp_processor requirements.
* Move require sexp_processor to extractor.
* Add gem hints to make upgrading easy.
* Properly pass file name to RubyParser.
* Unify interface of "parse" with gettext.
* Spec to test correct functioning of HAML parser with parse options.
