bind910: Correct bind-json-statistics-server option build

Switch detection of json-c from homegrown detection of libraries in
hardcoded dirs to pkg-config detection.

Add new USE_TOOLS option pkg-config.

Bump PKGREVISION to 1 for new dependency.
