pkgtools/pkglint: update to 5.7.22

Changes since 5.7.21:

* The files from wip/mk do not belong to the main pkgsrc infrastructure.
  Therefore, when loading the package Makefile to look for defined but
  unused variables, parsing doesn't stop in these files.
