py-qt5: updated to 5.13.1

PyQt v5.13.1 and PyQtWebEngine v5.13.1 have been released. These are minor \ 
functional releases. The wheels of other PyQt-based packages have been updated \ 
to Qt v5.13.1.
* Added the (temporary) pyqt5_enable_new_onexit_scheme() to allow \ 
experimentation with the new on-exit clean-up scheme.
* Added the missing QObject.disconnect(QMetaObject.Connection) overload.
* Deprecated PYQT_CONFIGURATION.
