minskim says that tex-hugelatex nowadays has _lower_ limits than TeX Live,
which breaks some stuff.

Remove tex-hugelatex and let tex-jadetex fall back to the new TeX
Live defaults.
Bump PKGREVISION for tex-jadetex.

Add CHECK_FILES_SKIP for backup file that is handled by copy and move.

No PKGREVISION bump as the binary package is not changed.  All this does is
remove a warning when installing and PKG_DEVELOPER is set.
