cups-filters: Update print/cups-filters to 1.21.3

pkgsrc changes:
 - Add patches to avoid `%m' in printf(3) for code used as part of tests
 - Add support for tests. Please note that ATM, at least on NetBSD/amd64
   -current this is the result of the test suite:
      PASS: testdither
      FAIL: test_analyze
      FAIL: test_pdf
      FAIL: test_ps
      PASS: test_pdf1
      FAIL: test_pdf2
   The failure assert(3) needs further investigation (sorry!)
