These Metafont sources rely on the availability of the Metafont
'Polish' fonts and of the Metafont sources of the original
Concrete fonts. Adobe Type 1 versions of the fonts are

tex-cc-pl{,-doc}: update to 1.02.3

1. Cleaned up (hopefully all) references to licensing to not withstand our
   claim that the package is under Knuth license.
2. In many places encoding of texts changed to UTF-8, to make them easier
   to read.
3. Functionality should be same.

all: migrate several HOMEPAGEs to https

pkglint --only "https instead of http" -r -F

With manual adjustments afterwards since pkglint 19.4.4 fixed a few
indentations in unrelated lines.

This mainly affects projects hosted at SourceForce, as well as
freedesktop.org, CTAN and GNU.
