./print/papersize, Manipulate the default papersize in certain packages

Many packages have the ability to set default paper sizes, so that,
at run time, the correct papersize is chosen. This package can be used
to show the current default paper size settings, and to set the default
paper size setting as well.

pkglint -Wall -r --only "substitution command" -F

With manual review and indentation fixes since pkglint doesn't get that
part correct in every case.

Changed the phases in which the work is done: The files are extracted in
the extract phase and configured in the configure phase, just as the
names suggest. Fixed pkglint warnings.

Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to \ 
"pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list).  Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.
