cygwin-binutils/PLIST had inconsistency, fix it.
(1) cygwin/Makefile.common
    Try to enclose everything under ${CYGWIN_TARGET} 
    which is usually ${PREFIX}/cross/i386--cygwin
    But not everthing placed under it. to be reviewed.

(2) cygwin/Makefile.common
    add gtexinfo for BUILD_DEPENDS

(3) cygwin-binutils/PLIST
    adjust PLIST
