Get rid of patches/patch-dwb.mk and injects the value of several variables via
MAKE_FLAGS (thanks to wiz@ for the tip), various cosmetic fixes and now ready to
be imported.

o Properly use ${MASTER_SITE_GITHUB} (adjust DISTNAME, GITHUB_TAG (previously V)
  and GITHUB_PROJECT).
o COMMENT does not need quotes.
o Use MAKE_ENV instead of MAKE_FLAGS and adjust some more variables (thus add
  patches/patch-dwb.mk to also helps in that).
