Updating Time::HiRes module for Perl programming language in
time/p5-Time-HiRes from 1.9721nb2 to 1.9724.
Upstream changes:

- Correct XS parameter list, and therefore prototype, for
unimplemented-on-this-platform version of clock_nanosleep()
[rt.cpan.org #68700].
- Declare package variables with "our" rather than "use vars".
- Corresponding to "our" usage, check for minimum Perl version
5.006.
- Declare module dependencies.

- Remove $ENV{PERL_CORE} logic from test suite, which is no
longer desired in the core.
- Convert test suite to use Test::More.
- Factor out watchdog code from test suite.
- In test suite, be consistent about using fully-qualified form
of function names.
- Divide test suite into feature-specific scripts.
- Make ualarm timing test less vulnerable to delay-induced false
failure, from Dave Mitchell.

Log message: Bump the PKGREVISION for all packages which depend directly on perl, to trigger/signal a rebuild for the transition 5.10.1 -> 5.12.1. The list of packages is computed by finding all packages which end up having either of PERL5_USE_PACKLIST, BUILDLINK_API_DEPENDS.perl, or PERL5_PACKLIST defined in their make setup (tested via "make show-vars VARNAMES=..."), minus the packages updated after the perl package update. sno@ was right after all, obache@ kindly asked and he@ led the way.
