Update pear-Net_SMTP from 1.0.8 to 1.0.9

- Fix variable name in setWriteBuffer() (PEAR Bug #11039)
- Use %d for ints (PEAR Bug #11202)
- Fix passing context to socket for both PHP 4 and PHP 5
- Catch errors from fsockopen() that happen before the socket is actually
  opened (Jan Scheider, jan@horde.org)
- Restore the original track_errors setting
