Update devel/py-logilab-common to version 1.2.0.
This is mainly to remove dependency on time/py-mxDateTime so that it can
build on Python >= 3.4.
Removed PYTHON_VERSIONS_INCOMPATIBLE line from this and other packages
that had it for this incompatibility.
