PC6001VX: update to 3.8.0.

Upstream changes:

3.8.0 2021/07/25
- Updated PC-6001 compatible basic ROMs to 0.7.4.
- PC-6001A(aka NEC TREK) is now available in compatible ROM mode.
- Fixed issue of 2nd time of video capture operation.
