  * Minor improvements (see ChangeLog for details)

  * contrib/shpgeo.h/.c: Remove PROJ.4 dependency and functionality,
    causing removal of SHPProject(), SHPSetProjection() and SHPFreeProjection()
  * contrib/shpproj.c: removed

  * bump shlib version

  * convert to autoconf/automake
