graphics/libavif: Build and install gdk-pixbuf loader and thumbnailer

I considered making it a package option, but I thought it's okay to build
it unconditionally because gdk-pixbuf2 isn't a particularly large
dependency. graphics/librsvg{,-c} also do this.
