Import of tr2latex-2.2.

Tr2latex converts a document typeset in troff to a LaTeX format.
It is intended to do the first pass of the conversion before
manual customization.

This was originally written by Kamal Al-Yahya at Stanford University
in 1987.  This code was last updated in 1992 by Christian Engel.
