General cleanup (but not an update, with no real binary changes
intended).

 - Fix COMMENT (had unescaped #)
 - Set LICENSE
 - replace bash in a script
 - drop TODO, as it builds on NetBSD 5 (was about 3, which is EOL)
 - use right path to pcsc-lite, now in pkgsrc
 - add patch comment
