Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden).  All existing
SHA1 digests retained for now as an audit trail.

Rename zpl to zpl-2.0 to make space for zpl-2.1.
Switch all packages currently referencing zpl to zpl-2.0.
Add zpl-2.1.
Add zpl-2.1 to default-allowed per FSF.
