Upstream replaces the distfile upon revision releases. However, they also
provide versioned distfiles. Switch to that. Add new PKG_OPTIONS and add
PKG_BUILD_OPTIONS to buildlink3.mk. This package doesn't currently build
(as these development versions aren't guaranteed so). However, the build
output and error log was sent upstream for reviewal.
