The pkg-config program retrieves information about installed libraries,
usually for the purposes of compiling against and linking to them.

ExtUtils::PkgConfig is a very simplistic interface to this utility,
intended for use in the Makefile.PL of perl extensions which bind
libraries that pkg-config knows. It is really just boilerplate code
that you would've written yourself.

p5-ExtUtils-PkgConfig: Remove TOOLS_CMD.pkg-config.

This was added to apparently work around a test issue, which doesn't seem to be
required any longer, and even if so it's not the right way to fix the problem
as TOOLS_CMD specifies the name of the wrapper/link to create inside the tools
directory, not what it points to.

All checksums have been double-checked against existing RMD160 and
SHA512 hashes
