Test::CheckManifest is a module for authors of Perl5 modules to verify their
MANIFEST files. Invalid MANIFEST files usually results in failing smoke
tests and more module uploads than necessary.

        the $files_in_skip is taken from MANIFEST.SKIP which usually contain regexes
        for files relative the $home. Therefore the remaining leading slashes in \
