Log Message:
Remove MAKE_JOBS_SAFE=no, added 4 years ago and in this package's previous
incarnation as emacs23.

I can't trigger a failure up to MAKE_JOBS=24, and this package hardcodes
some 'gmake -j' calls internally anyway.
