build rksd_loader.img again, now that i found the option to make
uboot itself live at 256k from the start of the image, not 8MB
(CONFIG_SYS_MMCSD_RAW_MODE_U_BOOT_SECTOR=0x200.)

adjust MESSAGE etc to reference just this.  bump pkg revision.
