Bump all packages for perl-5.18, that
a) refer 'perl' in their Makefile, or
b) have a directory name of p5-*, or
c) have any dependency on any p5-* package

Like last time, where this caused no complaints.

Import MooseX::SetOnce into devel/p5-MooseX-SetOnce, which is required
to update www/p5-HTML-FormFu.

The 'SetOnce' attribute lets your class have attributes that are not
lazy and not set, but that cannot be altered once set.
