GPL is gone. This was done with permission from the original
author of the command-line `rt' utility, Abhijit Menon-Sen.

- Documented get_links() -- RT#68673.
- All tests now correctly run on Windows -- RT#81872.
- All tests now correctly run on OpenBSD -- RT#95223.

- Fixed POD bug in 0.47 -- `logger' attribute and method of

Do it for all packages that
* mention perl, or
* have a directory name starting with p5-*, or
* depend on a package starting with p5-
like last time, for 5.18, where this didn't lead to complaints.
