Fixed a build error on Solaris, where the function login_tty does not
exist. The code only checked for HAVE_UTMP_H, not for HAVE_LOGIN_TTY.

Removed the superfluous "quotes" and 'quotes' from variables that don't
need them, for example RESTRICTED and SUBST_MESSAGE.*.

Strip ${PKGLOCALEDIR} from PLISTs of packages that already obey
PKGLOCALEDIR and which install their locale files directly under
${PREFIX}/${PKGLOCALEDIR} and sort the PLIST file entries.  From now
on, pkgsrc/mk/plist/plist-locale.awk will automatically handle
transforming the PLIST to refer to the correct locale directory.
