Pkgsrc changes include displaying the help file correctly.

Initial import of mined-2000.5, an html-aware editor, into the NetBSD
Packages Collection.

Kind of provided in PR 20574 by Gan Uesli Starling, packaging by myself.

Mined is a text editor with
