config files, fixes PR pkg/26505 by Kouichirou Hiratsuka.

As suggested by Kouichirou Hiratsuka in PR pkg/26483, move
ProjectRoot definition inside #ifdef BeforeVendorCF, otherwise
it's overwritten by xpkgwedge two times.

Finally xpkgwedge works, bump PKGREVISION.
