Libtool fix for PR pkg/26633, and other issues.  Update libtool to 1.5.10
in the process.  (More information on tech-pkg.)

Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and
installing .la files.

Bump PKGREVISION (only) of all packages depending directly on the above
via a buildlink3 include.

Bump package revisions for tiff update.
Tiff is backward compatible, but was broken on amd64 platform
so this makes sure new tiff is used.

X File Explorer (Xfe) is an MS-Explorer like file manager for X.
It is based on the popular, but discontinued, X win Commander.
Xfe aims to be the file manager of choice for all the Unix Addicts!
