*: Remove many GCC_REQD for particularly old GCCs
In many cases the reasoning is poorly documented, or the reasoning
for setting GCC_REQD is to work around a compiler bug. Practically
a c99 compiler is now required for bootstrap (in at least several
dependencies) so we can entirely rule out GCC versions before 3.0.

mark packages that fail with -Werror=char-subscripts
These packages are susceptible to bugs when confronted with non-ASCII
characters.
See https://gcc.gnu.org/bugzilla/show_bug.cgi?id=94182.
It takes some time to analyze and fix these individually, therefore they
are only marked as "needs work".

all: migrate homepages from http to https
pkglint -r --network --only "migrate"
As a side-effect of migrating the homepages, pkglint also fixed a few
indentations in unrelated lines. These and the new homepages have been
checked manually.

cad/*: let pkglint fix indentation, variable alignment, and LOCALBASE
pkglint -Wall -r -F cad
Manually fixed the indentation in cad/ghdl/Makefile because SITES.* was
(by the current definition) not long enough to count as an outlier line,
and because of this, all other lines were aligned to that line.

Sort PLIST files.
Unsorted entries in PLIST files have generated a pkglint warning for at
least 12 years. Somewhat more recently, pkglint has learned to sort
PLIST files automatically. Since pkglint 5.4.23, the sorting is only
done in obvious, simple cases. These have been applied by running:
pkglint -Cnone,PLIST -Wnone,plist-sort -r -F

Add SHA512 digests for distfiles for cad category
Problems found with existing distfile for eagle:
distfiles/eagle-lin32-7.4.0.run
No changes made to eagle/distinfo file.
Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden). All existing
SHA1 digests retained for now as an audit trail.
