Add p5-Netpgp-Verify version 20160814 to the Packages Collection.

	These are the perl5 bindings for libnetpgpverify.

	These bindings allow OpenPGP (RFC 4880), including PGP and GPG, and
	SSH signatures on files and data to be verified.
