Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to \ 
"pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list).  Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

Remove some unnecessarily strong dependencies on perl that resulted
from including perl5/buildlink3.mk.  These packages just need the Perl
interpreter, and can just add "perl" to USE_TOOLS instead.

Actually, since we want to use perl5/buildlink3.mk, this package does need
to set USE_BUILDLINK3=yes.

This package never invokes the toolchain so it doesn't need buildlink[23].
Define NO_BUILDLINK to signify this to bsd.pkg.mk.  Also, note that this
package trivailly supports pkgviews.
