Import libchewing-0.3.2 as wip/libchewing.
Newer version of inputmethod/libchewing.
0.3.2 is API/ABI incompatible with 0.2.x, and inputmethod/xcin require
0.2.x API, so import here.

libchewing is derived from Chewing input method, a xcin module focusing on
intelligent phonetic processing by lckung and kpchen.
