Correction to DISTNAME
for Nios2 toolchain, three files are available.
(1)  nios2_gnu_gcc3_10.0.tgz
(2)  nios2_gnu_gcc4_10.1.tgz
(3)  nios2_gnu_gcc4_11.0.tgz

        binutils gcc     gdb newlib
(1) ->  2.15     3.4.6        1.12.0
(2) ->  2.20     4.1     7.0  1.16
(3) ->  2.20     4.1     7.0  1.16

Out of those, gcc-4.1 segfaults. So now 
(1) -> gcc
(3) -> binutils 
are picked up so far. That's why DISTNAME differs for
binutils and gcc.

(1) Remove unnecessary CONFIGURE_ARGS for 2.18 or later
   +# CONFIGURE_ARGS+=     --disable-werror
(2) Avoid using CROSSBASE variable, PREFIX is enough.

Now pkglint -Wall flags 3 warnings.
(Previous commit does not generate pkgsrc-wip-cvs@ mail.)
