Fix npth-config script.

No clue why this workaround is needed, but it works.

Remove bogus SUBDIR while here.

HAS_CONFIGURE=  yes  seems to be the way forward. 
compile and install OK but still the problem with npth-config not including the \ 
right -I (line 90 and 113).
doing ./configure manually in work/npth-1.1/ does work correctly and generate \ 
the right work/npth-1.1/npth-config 
looking for a way to do this directly with bmake  (tried couple of configure \ 
args without success so far)
