  * Don't let the configure script look for windres if winver.h is not

Import pdf2djvu-0.7.6 as wip/pdf2djvu.

pdf2djvu creates DjVu files from PDF files.

It's able to extract:
* graphics,
* text layer,
* hyperlinks,
* document outline (bookmarks),
* metadata (including XMP metadata).
