          Make compile on cygwin (cvscan/rcscan/rcscmp only).
          cvsync{,d} depends on the existence of getaddrinfo()/getnameinfo().
          The latest cygwin (1.3.22-1) doesn't have these APIs, so can't
          compile them yet.
