Initial import of gtk-send-pr 0.3 from pkgsrc-wip.

This is a GTK2 based tool, similar to send-pr(1), but with some nice
features:

	o User friendly UI
	o Uses libesmtp to deliver mail to any SMTP server
	o Really free code (BSD licensed)
