Break the ispell-russian package into two separate packages -

	ispell-russian, and
	ispell-russian-io

ispell-russian-io is the same as the ispell-russian package, but with
"YO" support enabled (this was previously done in a dodgy,
undocumented way in the ispell-russian package).

Both packages can be installed at the same time.
