Update smokeping to 1.30

- Add option to build with SpeedyCGI support (USE_SPEEDY)
- Use @RCD_SCRIPTS_SHELL@ instead of hardcoded /bin/sh
- Use REPLACE_PERL instead of patch/sed hack
