GNU make isn't required all of the time... only for Linux.  As the
pkgsrc imake-handling already causes gmake to be used on Linux, remove
USE_TOOLS+=gmake from the package Makefile.  This correctly fixes
PR pkg/23078 and PR pkg/29656.
