Update mhonarc to version 2.6.16.

Changes are fixes to following bugs only:

  * in urlize change %X to %02X
  * MIMEFILTERS settings not retained in database
  * qprint.pl should be able to handle a soft line break at the end of the string
  * HTML mail does not get its charset converted
