* Fix variable mistakes to prevent garbled characters.  Still needs to
  fix essential problem when a header contains multiple encoded strings
  with diffreent charset.
* Suprress some error of undefined variables.
* pkgsrc change: change ${FD_DIR}/tmp from SPECIAL_PERMS to OWN_DIRS_PERMS.

Bump PKGREVISION.
