PR 46072: netatalk broken with netbsd-6 quotas

Add support for the new libquota. Drop support for the proplib
libquota; it's not worth the configure-time hassle.

Fix some moderately serious bugs in the original/previous libquota
patches; it's clear for example they were never tested with group
quotas.
